Sometimes its hard to pinpoint a date of a non-theatrical film since they rarely have debuts or premieres like theatrical releases. They aren't written up in Variety listing box office returns, etc.

Looking at some of the literature I found a mention of the film in April 1942: http://lantern.mediahist.org/catalog/docu34film_0064

This book about Preston Sturges mentions that it was released in in 1941

Another book mentions work on the film in 1940.

So, I dunno.

Thank you, I've seen that info as well. The film was definitely around in April 1942; I think the latest possible date is January 16 but I'm not sure. I'm trying to get some info from the research library at the Academy, I'll post back when I've confirmed this.
